Ras El Hekma is not a year-round city yet, but it is being built as one. Modon’s masterplan covers 170.8 square kilometres and targets 2 million residents, 310 schools, 2 universities, 8 hospitals and a central business district. The first precinct, Wadi Yemm, is due for delivery in roughly three and a half years (as of August 2026).

So for anyone asking about living in Ras El Hekma permanently, the honest answer has two halves. The plan is a genuine city rather than a summer resort. The calendar, though, matters more than the brochure.

Is Ras El Hekma a Real City or Just Another Resort?

Modon’s own fact sheet settles the question by benchmarking against a city everyone knows. Ras El Hekma covers 170.8 square kilometres with 44 km of coastline and a planned population of 2 million. Barcelona houses 1.6 million people on 101.9 square kilometres with 12.5 km of coast. Modon also states that Ras El Hekma is 1.6 times the combined size of Nice, Cannes, St Tropez and Monaco.

The clearest signal is not the glamour; it is the municipal plumbing. Resorts do not plan 40 police and fire stations, 35 multi-faith centres or 8 hospitals. Cities do.

What Will Ras El Hekma Have for Permanent Residents?

When Can You Move to Ras El Hekma?

This is where expectation and reality separate. Wadi Yemm, the first of 17 planned precincts, opened for sales in October 2025 and has since recorded roughly EGP 144 billion in cumulative sales, according to The Board Consulting reporting published on 23 August 2026. Construction has started across the whole of Wadi Yemm.

Modon’s sales guidance is the delivery of all of Wadi Yemm, with its facilities, after roughly three and a half years. From August 2026 that points to about 2030. Broker listings quote dates ranging from 2028 to the end of 2030, so treat any single year with caution and confirm against the contract.

Is Ras El Hekma Open All Year Right Now?

Not in the way a resident would need. Today the bay is an active construction site with sales galleries, and the surrounding North Coast still empties after the summer season. What is different about Ras El Hekma is the intent. Modon describes Wadi Yemm as a place to “indulge in an effortless Mediterranean lifestyle in all seasons,” and the precinct is built around 6 hotels, a country club, an equestrian centre, a 31,000 sqm sports club and a 230,000 sqm coastal park, all of which are operated year-round by design rather than shuttered in October.

Egypt already has a working proof of this model on the Red Sea. El Gouna took roughly three decades to become a town that runs in January as well as July, with schools, a hospital and a resident population. Ras El Hekma is attempting the same outcome at far greater scale and with far more capital behind it.

How Far Is Ras El Hekma from Cairo and the Gulf?

Distance is the quiet argument for permanent living. By road, Modon states approximately 2 hours to Alexandria and approximately 3 hours to Cairo. By air, the city claims that 50 percent of the world will sit within a 4-hour flight once the new airport opens.

What This Means for Buyers: the D5 Realty View

Buying in Ras El Hekma today is a 2030 decision, not a 2026 one. That is not a criticism, it is the correct frame. Buyers who understand they are purchasing into a city that will mature over the next decade tend to be satisfied. Buyers who expect a finished town on handover tend not to be.

The counterweight is worth stating plainly. Delivery dates across the bay are contested, the airport has no published opening date, and the wider North Coast has a long record of masterplans that arrived late. Against that, this is Egypt’s largest ever foreign direct investment, construction is visibly underway, and the sponsor is a sovereign-backed Abu Dhabi developer rather than a speculative newcomer.

At D5 Realty we help clients match the delivery timeline to their actual plan, whether that is a summer home now, a rental asset at handover, or a permanent move once the schools and hospitals open. Contact us for a precinct-by-precinct read on what is realistically available and when.

Final Word

Ras El Hekma is the most credible attempt Egypt has made at building a Mediterranean city rather than a Mediterranean season. The numbers behind it are municipal, not promotional: 310 schools, 8 hospitals, 40 emergency stations, a business district and a transit network. What it does not yet have is time on the clock.

For anyone weighing living in Ras El Hekma, the practical question is not whether the city will work. It is whether your own timeline matches its build-out. Contact D5 Realty for a candid assessment of which precinct and which delivery date fits what you need.
